Conversely, a rotary electric shaver is the one that has three or five round heads with rotating blades.

Rotary shavers are efficient in cutting thick long hair. A shaver like this is good for those who do not have a regular shaving routine. A rotary shaver has three circular blades that swing and curve in the unit in order to follow the lineament of your face.

When it comes to closeness, it totally depends on the model of the two types of electric shavers. Usually, a foil shaver is believed to give a closer shave comparing to the other one.
